Kim Moser has sponsored legislation that targets healthcare, promotes job creation, and supports our local businesses and schools. Kim’s legislative approach is two-fold: (1) She focuses on tangible programs that can provide immediate relief for our community, (2) while also focusing on the underlying causes of our issues. Taking this 2-step approach ensures that we address problems from all sides and create policy that works to address the big picture and the day-to-day struggles. For example, Kim knows it’s important to make sure programs exist to support foster care and addiction treatment, but it’s also important to address the underlying causes of addiction and broken family units.

Kim has found strong connections between issues that plague Kentucky and she believes that cutting taxes, for example, would improve economic opportunities and resilience for low-income Kentuckians.  In her own words: “The economic stability of our state has a lot to do with our workforce and all the issues that we know cause problems for individuals. Certainly, we know that if folks don’t have a job, then they can’t provide for their families and this increases stress. I plan on finding ways to address the underlying issues that contribute to so many of the chronic diseases in the state.”

  • Kim was elected and served two terms as Chair of the Kentucky Physicians’ PAC (KPPAC) in September of 2013, making her the first non-physician to chair a National Physician’s Political Action Committee.

2024 Legislation:

HB 10: This maternal health bill nicknamed “Momnibus” seeks to decrease high maternal mortality rates by establishing a Psychiatric Access Program called “KY Lifeline for Moms.” The bill strengthens a Maternal and Infant Health Care Collaborative, expands the HANDS Program (to include Breastfeeding information and Lactation Consultation as well as coverage for breastfeeding supplies and Remote patient monitoring), updates the Safe Haven Baby box staffing requirement, and adds Perinatal Palliative Care to a list of options for parents and families who may need this support.

HB 115: This bill ensures that individuals at high risk for breast cancer have access to diagnostic mammograms or follow up imaging – encouraging the earlier detection of breast cancer.

HB 293: This consumer protection measure prevents kratom from being sold to people under 21 years of age.

HB385: This guardianship legislation will add protections for those patients who have lost mental capacity, as well as include an adult friend into the list of potential guardians.

HB459: This bill provides a Nursing Board update, adds APRN Provisional Licensure, and requires APRNs and registered nurses to receive better Alzheimer’s and dementia training.

HB505: Related to alcohol and drug counselors, this legislation increases eligibility standards and oversight for peer support specialists.

HB194: This bill creates better protections for healthcare workers, making sure that assault in the third degree also applies to workplace violence against healthcare workers, in all health care facilities.

2023 Legislation:

HB 180: Requires health insurance and Medicaid coverage for biomarker and pharmacogenetic testing[KM1]  when ordered by a medical professional[KM2]  to allow for more targeted and precision treatment for cancer and chronic health problems.

HB 345: Establishes definitions for “non-age eligible person” and “weighted average aged premium rate.” The legislation states that a Medicare supplement insurer cannot deny, discriminate in pricing or condition the issuance or effectiveness of a Medicare supplement policy based on the health status, medical condition, claims experience, or receipt of health care of an applicant, provided they meet certain conditions. This legislation also specifies the requirements for applicants to maintain the same Medicare supplement plan and prohibits the policy from containing waiting periods or pre-existing condition limitations or exclusions.

HB 353: Redefines “drug paraphernalia” to exclude fentanyl testing strips. This allows individuals to legally test drugs for the presence of fentanyl and thereby prevent drug overdose deaths.

HB 331: A bi-partisan effort to get AEDs in schools that Rep. Moser has worked on since before her time in the legislature, HB 331 requires local school boards to adopt emergency action plans[KM3]  that include simulated rehearsals for medical emergencies, fires, severe weather, earthquakes, and building lockdowns. School staff and appropriate first responders must Maintain current CPR certification and enact a Cardiac Emergency Rehearsal Plan. HB 331 also sets up a trust fund for funding of AEDs in schools.


ENSURING CONSISTENCY IN PATIENT CARE (HB 344, Passed on March 17, 2020)

This legislation mandates that the state notify patients who have abruptly lost access to their prescriber due to the sudden closure of an office or clinic. The notification will help prevent the disruption of medical treatment and promote continuity of care.

PUBLIC HEALTH TRANSFORMATION (HB 129, Passed on March 17, 2020)

This legislation simplifies and focuses the goals of local health departments to reflect the needs of their communities. The regulation will help local health departments control costs and will relieve the instability of the current system.

MENTAL HEALTH FIRST AID (HB 153, Passed on March 27, 2020)

This legislation creates the Mental Health First Aid Training Program and Foundation that will train professionals and other members of the public to identify and assist those who may be having a mental health or substance use crisis.

TOBACCO-FREE SCHOOLS (HB 11, Passed on March 28, 2019)

In 2019, the Kentucky Legislature passed a statewide 100% Tobacco Free School bill. HB 11 gives school districts the ability to pass tobacco-free school policies, such as tobacco use by students, staff, and visitors on all school property.

KEES Money for Trade School (HB 61, Passed on March 14, 2019)

House Bill 61 allows Kentucky students to use their KEES merit scholarships for qualified workforce training programs.
